摘要
从宏观层面上探讨有利于穷人的经济增长涉及到许多问题,本文重点探讨了其中的八大问题,基本结论是在发展中国家收入差距的扩大不利于经济增长,所以要实现公平的增长;现代市场经济由于市场体系的完善和相应的制度安排是能够较好地协调经济发展与收入分配的关系的。但不完善的市场体制有可能导致收入差距的扩大;亲贫的制度是一种有利于穷人的制度安排;从根本上建立有利于穷人的经济增长还是要从初次分配入手,再分配只是对初次分配的一种矫正;在经济增长中提高穷人的可行能力和收入流动性更重要;在成熟的市场经济国家,财政收支能缩小收入差距,减少经济的不平等,但在我国转型时期,财政收支,尤其是财政支出在缩小收入差距方面还不理想;在经济发展中没有政府的干预及再分配是不行的,但是有政府的干预及再分配又存在问题;亲贫增长模式是多种因素作用的结果。
This article discussed eight problems about the Pro-poor growth （PPG） from macro prospective, concluded that the expansion of income in developing country is not conducive to economic growth, thus the fair growth is necessary; Modern market economy could balance the development of economic and income distribution because of the improving of market system and regulations＂ arrangement. But imperfect market system could lead to expand of income difference; poor-inclined system is a kind of system arrangement that helping the poor; Establishing PPG from the foundation needs to start from initial distribution,redistribution is the correction of initial distribution; Ws much significant to improve the practical ability and income mobility of the poor in economic development; in the mature market economic country, to narrow the income gap between revenue and expenditure, to reduce economic inequality; In economic development without government intervention and redistribution is practical, but there is also existing problems in the Government＇s intervention and redistribution; poor-inclined developing mode is the result of many factors.
