摘要
中国石化煤层气勘探开发面临政策环境有利、市场空间广阔、安全环保需要及技术有所突破等多方面的机遇,但同样也面临资源登记区块少、基础管网薄弱、理论和技术亟待提高等诸多方面的挑战。这些问题严重制约了中国石化煤层气的勘探开发。为此建议采取加强煤资源评价和选区评价、探索勘探开发技术、完善市场机制、制定产业政策和行业标准、加大科研投入和政策扶持力度等措施促进中国石化煤层气产业健康发展。
Sinopec faces both opportunity and challenge in CBM exploration and development at present. Favorable policy environment,great market potential,necessity of safety and environment protection and technical breakthrough are all the positive factors. However,there are also many problems such as less registered blocks,insufficient construction of pipeline network and relatively lower level of theory and technology. These problems have restricted CBM exploration and development of Sinopec. To promote health development of CBM industry of Sinopec,enhancing the evaluation of coal resource and coal methane area,reinforcing the scientific research,perfecting market mechanism,formulating the industrial policies and standard,strengthening the power of policy support are all effective measures.
