摘要
西北少数民族地区农村基础设施建设明显滞后,已成为制约农业发展、农民增收和全面建设小康社会的瓶颈。加快农村基础设施建设不仅需要经济支撑,还需完备健全的法律制度予以规制。本文从耕地、公共设施、生态环境等方面探究了西北少数民族地区农村基础设施建设的障碍性因素,并主要从法律层面分析其成因,以期对西北少数民族地区的新农村建设有所裨益。
The infrastructure construction is obviously lagging in ethnic minority areas in northwest, which is far from enough to meet the needs of agricultural development, farmer income and building a well-society. Speeding up rural infrastructure construction not only needs economic factors, but also needs sound legal protection factors. This article starts with farming, public utility, ecological environment and other aspects,seeking problems of rural infrastructure construction in ethnic minority areas in northwest,and analyzing their origin from law aspects,in order to help the northwest national minority area＇s new rural reconstruction.
