摘要
基于凯恩斯的消费理论,文章首先通过选取1990—2007年存款利率、商品零售价格指数、农民人均纯收入、农业存款等指标,分析了陕西农村居民人均消费支出与四个指标的相关关系,得出了陕西农村居民消费水平与收入水平高度正相关的结论。然后用计量模型验证了陕西农村居民消费水平不高,不是农村居民消费倾向不足,而主要是由农村居民收入水平太低造成的。最后结合陕西农村具体情况,提出了相关政策建议:即加快工业化和城镇化进程,加快农村剩余劳动力的转移;加大新农村建设力度,促进传统农业向现代农业转移;提高农村人口素质,加大农村基础设施建设等。
This article bases on the consumption theory of Keynes, by choosing four indexes from 1990 to 2007, which are the interest rate on deposits, retail price index, per capita net income of peasant and agricultural deposits, and analyzes the correlations of Shaanxi rural residents＇ consumption expenditures and the four indicators. It gets conclusion that there is a positive correlation between Shaanxi rural residents＇ consumption level and residents＇ income level. And then we use the Econometric model to prove that Shaanxi rural residents＇ low consumption level is caused by low income level not because of lacking marginal consumption. Finally, we propose several countermeasures that we should accelerate the industrialization and urbanization, accelerate the transfer of rural surplus labor force and new rural construction, promote the traditional agriculture to transfer to the modem agriculture, improve rural population quality and increase rural infrastructure construction, etc.
