摘要
我国目前道路交通安全形势十分严峻,道路安全审计作为改善道路安全状况的一种有效方法,虽然在20世纪末就进入了中国,但是到目前为止,并没有像美国,澳大利亚和新西兰等国一样得到规范化和广泛有效的运用。通过查阅大量中外文献,分析了一些成功运用了道路安全审计的国家的实践情况,同时介绍了我国道路安全审计的研究和实践历程。通过对比,指出了我国在道路安全审计实践中的较薄弱环节,如规范的道路安全审计制度、审计人员的培训和认证等,并提出了改进建议。
Nowadays the situation of road traffic safety in China is extremely serious.As an effective means to improve road safety,Road Safety Audit（RSA） has not been applied regularly,widely and effectively in China as in America,Australia and New Zealand,though it was introduced into China as early as the late twentieth century.In this paper,the practices of several countries which successfully implemented RSA are analyzed,and research and operating process of RSA in China is introduced through reviewing massive documents both home and abroad. By comparison with other countries, the problems of RSA application in China, such as a standard system of RSA and the training and authentication of the auditors, are pointed out and suggestions of improvement are proposed.
