摘要
通过对佛山市基本农田保护区保护意愿的典型调查,发现单纯依靠国家基本农田保护法很难真正起到保护作用,由于工业用地和农业用地效益相差悬殊导致不少基层领导对基本农田保护态度消极,而生产资料价格过高、农产品价格低、效益差、环境污染等因素使农民种田积极性严重受挫。寻求新的基本农田保护策略,特别是用二、三产业反哺基本农田的方法,提高农民的生产和保护积极性,是佛山市、珠三角乃至全国的基本农田保护区的迫切需要。
A typical investigation of the basic farmland preservation areas in Foshan finds that farmers＇ initial to farm their land is frustrated by such factors as the increasing prices of capital goods, the low prices of agricultural products, the poor benefits of farming, the environmental pollution and so on. The Regulations on the Protection of Basic Farmland have not very good effect on the farmland preservation when there exists a conspicuous disparity in the benefits between the industrial land and farmland which result in a negative attitude towards farmland preservation. Some new strategies for a better efficiency of basic farmland protection are urgently worked out. It is suggested that the secondary and tertiary industries which potentially work well in the improvement and maintenance of the farmers＇ enthusiasm in the protection of farmland not only in Foshan, but also in the whole Pearl River Delta or even throughout the country.
