摘要
为了解决西部地区公益型水利建设项目融资困难的问题,引入RCP(资源—补偿—项目)融资模式,分析了我国现行水利项目融资基本模式和存在问题,对RCP融资模式进行了概述,并运用SWOT分析法论证了西部公益性水利建设项目中应用RCP融资模式的可行性。这种融资模式能够吸引更多民间资本参与水利项目的建设,提高社会资金的使用效率,为解决水利建设中的融资难题提供了途径和可能。
In order to solve the financing difficulty of the western region water conservancy construction project, this paper introduces the RCP financing mode, analyses the current basic mode of the water conservancy project financing and the existing problems. Meanwhile, the paper summarizes the RCP and demonstrates the feasibility of application to RCP financing mode in the western public water conservancy construction project by SWOT. This financing mode can attract more private capital participating construction of the water conservancy projects, and improves the use of social capital so as to provide much more ways to solve the financing problems in the he construction of water conservancy.
