摘要
我国公共服务体制改革使基本公共服务建设取得了一定的成就,推进了公共服务市场化、社会化的建设,基本建立起了公共服务的监管规则体系。我国公共服务存在的主要问题有公共服务发展不均衡,政府、市场和社会的关系有待进一步理顺,公共服务监管与问责机制存在一定缺陷。国外公共服务发展的主要经验有普遍推行以市场化、社会化、分权化为主要趋势的公共服务改革;社会性公共服务的重要性日益突出;重视调动地方政府、非政府组织的积极性;重视公共服务的监管问题。借鉴国外公共服务发展的主要经验,我国公共服务体制改革的重点在于政府应当在公共服务中发挥主导作用;引入多元化的供给主体,充分发挥市场主体和社会组织应有的活力;注重公共服务的社会公平,实现基本公共服务均等化;开展公共服务的全程评估,强化公共服务的问责和监管机制。
In China, the reform of the system of public service has mainly gained the following achievements. First, the establishment of basic public service has gained certain achievement. Second, the marketization and socialization of public service have been promoted. Third, the control system of public service has established to some extent. However, there also exist some problems such as the imbalance development of public service, the rearrangement of the relationship between governments, market, and society, the deficiency in the management and control mechanism of public service. The main experiences of public service development in foreign countries include the following aspects. First, the main tendency of the reform of public service is marketization, socialization, and power-division. Second, social public service is becoming more and more important. Third, more emphasis is put on improving the activeness of the local governments and non-government organization, and on the control problem. Learning from these experiences, the emphasis of the reform of public service in our country should put on the following aspects. First, the government should play its leading role in the public service. Second, the plural supplying subjects should be introduced. Third, the dynamics of market and social organizations should come to the stage. Fourth, the social fairness should be realized in the public service. Fifth, the whole assessment of public service should be carried out. Sixth, the control mechanism of public service should be strengthened.
