摘要
改革水利经营性国有资产治理体制,逐步建立和健全适应市场经济要求的中央水利经营性国有资产治理体制和运行机制,是实现党中央新时期水利工作方针的重要保证。总结分析了目前中央水利经营性国有资产治理体制存在的弊端,提出"建立三层次治理体制模式、实现所有权与经营权相分离,引入战略投资者、构造运营主体产权多元化,提高公司治理水平、强化约束激励机制"的改革思路。
In order to implement policies of water development in the new age, the management system of stateowned assets with operational characters needs to be reformed, so as to improve management and operational system of state-owned water assets under the requirement of socialist market economy. The drawbacks of the current system are examined. Reform plan is proposed, i.e. building a three-layers management model, separating ownership and operation rights, introducing strategic investors, creating a diversified operation structure with multi-stakeholders, increas- ing efficiency and strengthening rules and regulations together with incentive measures.
