摘要
笔者认为工业区的开发是一项复杂的社会系统工程。经济结构转型期的工业区开发，更应符合公共决策的普遍性原则。在体现社会价值观念变化的同时，为社会的经济发展与创造优美生活环境争取能持续发展的空间。文章还以日本横滨市和中国上海市作一比较研究。
Through comparative study between two metropolises in Japan and in China, this paper thinks that the development of industrial zones is a complicated social systemalic engineering. During the period of economic structure, it should fit for common principles of policies. It should provide sustainable space for social economic development and for creating better living environment. reflecting change of concept of social value.
