摘要
社会的转型，技术的变革，对城市的发展以及城市管理提出了新的挑战。由于现代城市问题的高度复杂性，关联性，使得城市管理应考虑采用集成化战略，城市管理部门应从单一身份的“管理者”向“管理者十服务者”的双重身份的角色转换，应从传统的“面向问题”向现代的“面向对象”的管理模式的转变。进而，城市管理应以现代化集成管理理论为基础，结合城市的特征，从技术基础、组织形式、人才培养等方面来实现综合集成管理。
Today, urban development and urban management are facing new challenges of social and technical reformation. Nowadays Urban issues become much more complicated and interaction than before which actuates urban management to be more concentrated. The role of departments of urban management should be changed from merely administrator to dual funcations that are administrator and server as well. Based on the theory of concentrated model, urban management should realize comprehensive and concentrated management, combing technical base, organization and human resources.
