摘要
１９９９年６月国际建协第２０次大会将在北京召开，１９９７年６月中国建筑学会明确我为筹备这次大会的科学委员会的主席，并作大会主旨报告及起草《北京宪章》。我认为，除推动科学委员会的日常事务外，关键的工作有：第一，在有限的经费条件下，尽可能地邀请国内外知名建筑师的一些代表参与这次大会，提交高质量的学术报告与论文，以及组织展览和国际学生竞赛等，这方面的工作正在推进之中；第二，起草好大会主旨报告和《北京宪章》。起草大会主旨报告和《北京宪章》是一件庄严而艰巨的准备工作，要将整个世纪的历史与现实、理论与实践、成就与问题、以及种种正在发展中的新思想和新观点予以剖析并整合起来，绝非易事。如果能做好，将有助于会议讨论的集中。镛自接受这一任务之日起，战战兢兢，食不甘味，不断求教专家，查阅文献，努力思考，简练揣摩。限于时间和人力，为迎接科学委员会扩大会议，只能以提纲的方式，先提出基础材料。此文意在抛砖引玉，集思广益，引起全国乃至部分国际同行们的讨论，希望能在建议、修正、批评的基础上，最终形成为多数人所认可的文本，于明年提交大会。
Abstract The 20thUIA Congress will be held in Beijing in June 1999.1 was appointed as the Chairman of the Science Commission for the preparation of the conference by the Architecture Society of China and also the person to give the keynote speech at the conference.Besides,I shall do the uob to prepare 'Beijing Charter'.I am sure you can get my general ideas of the Charter throrgh reading this paper in three respects:I Following the new era by summing up the experience of the deveolpment and problem in architecrure.2.The pressing issues of the architecture and its related disciplines at the end of 20th and the beginning of the 21st centuries.3.Looking to the development trend and the possible future of the architecture in the 21st century.l hope this paper can be concerned by architects not only in China but also in the world.
