摘要
长江三峡工程是当今世界上规模最大的工程建设项目，长江水利委员会承担了三峡右岸一期工程及左岸部分工程的建设监理，监理工程承建合同总价３３．７亿元。由１００余名监理工程师组成的长江委三峡工程建设监理部，受业主单位委托，承担包括工程进度、施工质量、合同支付三大目标控制为主要内容的全面、全过程的工程建设监理。在项目实施过程中，建设监理部建立了一套规范化管理体系和方法，并通过建设监理的实践不断完善和健全，取得显著成效。通过４年来工程建设各方的密切协作与共同努力，工程建设的工期、质量、造价均得到有效控制，为宏伟的三峡工程按期于１９９７年１１月８日实现大江截流奠定了基础。
The Three Gorges Project on the Yangtze River is the largest one in scale in the temporal world. Changjiang Water Resources Commission undertook to supervise construction of the Three Gorges Project Stage I works on the right bank and a portion of works on the left bank. The contract cost of constructing the supervised works was 3.37 billion yuan. Changjiang Water Resources Commission Three Gorges Project Construction Supervision Department, consisting of more than 100 supervision engineers, was entrusted by the owner of the project to undertake the overall and whole-process construction supervision, with its main contents being control of three major objectives of project schedule, quality and payment in accordance with contract. In the process of implementing the project, the construction supervision department established a normalized management system and method, made them increasingly perfected and strengthened in the practice and achieved remarkable success. Through close cooperation and common efforts of various concerned departments in four years of construction, the time of construction,quality and cost were effectively controlled, which laid a foundation for realizing the river closure of the main channel of the Yangtze River in November, 1997 at the Three Gorges Project.
