摘要
推进人大代表专职制是未来人大制度建设的目标之一,它对完善人民代表大会制度的重要意义已被人们所认识。但在推行中会面临诸多阻碍,应从转变思想观念、制订相关法律和健全配套制度三个层面采取对策,排除阻碍。在实践中,可采取首先实行全国人大常委会的专职化,待条件成熟后再推行全国人大代表全部专职化的横向推进模式;也可以采取自上而下与由下自上双重纵向推进模式;或者通过个别试点,由点及面等多种途径,有步骤、有计划地渐进实施代表专职制。
The promotion of the system of full-time NPC deputy is one of the purposes of the future construction of the NPC system, whose importance of perfecting the NPC system has been widely realized. In the process of promotion, there are many obstacles. To eliminate these obstacles, measures should be taken from three aspects as changing ideas, formulating relevant laws and perfecting the system. In practice, the system of full-time deputy can be taken at first by the standing committee of the NPC, then when the conditions are mature, the full implementation of the lateral propulsion mode of full-time deputy of all the NPC can be practiced; or the double longitudinal launching mode from top-down and bottom-up can be adopted; or diverse measures would be implemented gradually in a planned way by launching a pilot project first and then be promoted to the whole.
