摘要
山东省卫生厅于１９９７年１２月组织了对部分市地卫生行政部门和医疗机构的调研，对医疗机构的管理体制、内部运行机制和补偿机制进行了分析。医院改革面临的深层次问题主要有：①医疗机构管理体制上管人权与管事权相分离；②改革意识和思想观念有待进一步转变；③卫生行政部门需加强对医院的依法管理；④医院的内部改革有待深化；⑤医院管理水平有待进一步提高。提出了进一步解放思想、加强对医院工作的指导、完善医院管理体制、改革干部人事和分配制度。
In 1997 December, the Shandong Provincial Department of Health organised a survey to some municipal and prefecture health authorities and health care institutions. The analyses are mainly on the management system, internal operation mechanism, and reimbursement mechanism of health care facilities. Hospital reform is facing profound problems as following: ①isolation of authority over personnel from responsibilities for getting things done in current health care management system; ②needs for further change of minds and needs for innovative ideas; ③needs for enforcement of “management by law” in governmental health administrative agencies; ④needs for deeper internal reform of health care institutions; ⑤needs for further improvement of hospital management proficiency. This article suggests to liberate minds further, to strengthen guidance to hospital work, to improve management system and to reform staffing and compensating system. It finally recommentds some pieces of work that should be well done by governmental health administrative agencies.
