摘要
文化外交是一国为达到某种特定目的或实现某种特定战略意图,以自身文化为载体,通过政府或民间渠道而开展的外交活动,它是从属于并服务于以维护和发展国家安全利益为核心的整体外交战略的。在文化外交日益发挥重要作用的新时期,中国政府提出了构建和谐世界的主张,以此来指导国际关系与外交活动的方方面面。浅析了文化外交的概念,梳理了中国文化外交的历程,总结了新世纪中国文化外交所取得的成就,并在此基础上,展望了构建和谐世界目标下的中国文化外交的发展前景。
Cultural diplomacy is a kind of diplomatic activity, through government or non-governmental channels,with its own culture as the carrier, and to achieve a particular purpose or a particular strategic intention. It is subordinate to and serves the overall diplomatic strategy with the core of maintaining and developing the interests of national security. In the new era when cultural diplomacy plays an increasingly important role, the Chinese government puts forward the idea of constructing a harmonious world, in order to guide international relations and diplomacy in all aspects. This article analyses the concept of cultural diplomacy, studies the history of Chinese cultural diplomacy, summarizes Chinese cultural diplomatic achievements in the new century, and on the basis of these, looks forward to the the prospects of Chinese cultural diplomacy in constructing a harmonious world.
