摘要
党的十六届三中全会提出了以人为本,树立全面、协调、可持续的发展观,促进经济建设和人的全面发展。在阐述了科学发展观的内涵和实质的基础上,探讨了科学发展观的人文精神和现实意义,认为其人文精神主要体现在四个方面:科学发展观是以人为本的发展观;把经济欠发达地区及弱势群体作为扶持和维护的重点;实现更全面更现实的人文关怀;营造出人的全面发展的和谐社会氛围。
For the sake of promoting economic construction and overall development of human being,the 3rd Plenary Session of 16th Congress of CPC put forward the overall, harmonious and sustainable scientific development concept based on people-orientation. Based on the connotation and essence of scientific development concept, this paper discussed the humanity spirit and realistic meaning of scientific development concept, and pointed out that humanity spirit is reflected in the following four aspects：first, scientific development concept is the people-oriented development concept; second, economically underdeveloped areas and disadvantageous groups should be highly supported and assisted; third, humanistic solicitude should be fully carried out and fourth, harmonious atmosphere should be created for the human＇s all-round development.
