摘要
社会转型期,"无直接利益冲突"是一种正当的利益表达,但又是一种规范化程度比较低的利益表达。一些地方政府在化解这类矛盾时倾向于走极端,简单粗暴地"扣帽子,揪辫子,打棍子"。在当前,由于受认识上的误区、习惯性思维方式、现存体制性缺欠、现实某种需求这几个因素的影响,某些地方政府"泛政治化"思维仍很浓厚。
Social Transformation, ＂no direct conflict of interest＂ is a contradiction between the interests of legitimate expression, but is a relatively low degree of standardization of the expression of interest. Some local governments in resolving such conflicts tend to extremes when, brutally simple ＂labels, pulling braids.＂ Moreover, in the present, because of understanding of the errors in the customary way of thinking, the existing institutional shortcomings, the reality of a demand for these factors, some local governments, ＂the pan-politicization＂ of thinking and methods are still very strong.
