摘要
随着互联网的飞速发展,越来越多的人习惯在网上通过不同形式的言论来反映自己的观点和见解,并通过发表支持或反对意见来影响其他人,从而使人的经验知识通过这种交互行为汇聚并涌现出来,产生群体智能。本文分析了互联网上各个群体互动现象,并探讨了因这种互动现象而产生的群体智能及其对政府决策的影响。(1)对综合集成研讨厅体系做了相应改进,根据互联网上的实际情况,定义了三个不同的群体,除了强调专家群体外,还加进了公众以及政府群体,并分别界定了各群体的发言形式;(2)通过搜索、统计以及聚类等方法从开放复杂的互联网系统中获取各个群体的相关信息,以关键词及其间的关系来记录各群体的互动过程,得到各群体的有向属性图;(3)运用改进的HITS算法分析各群体的有向属性图,找寻各群体的关注重点和互动关系,从而研究互联网上由于群体互动而产生的群体智能及其对政府决策的影响。研究表明,互联网上关于热点问题的互动讨论过程是一个群体智能不断涌现的过程,其产生的群体智能在政府决策的不同阶段有不同的影响。
With the rapid development of Internet,more and more people are accustomed to reflect their own views and opinions by different forms of expression on the Internet,and then influence others by supportive or opposite critiques to others' views, which forms swarm intelligence through online interaction among experience and knowledge. This paper analyzes the interaction of various groups on the Internet,and investigates the swarm intelligence arisen from it and its impact on government decision - making. Firstly,it makes corresponding improvements to the Hall for Workshop of Meta -synthetic Engineering (HWMSE). According to the practical problems of the Internet,three different groups are classified-the experts group,public groups and government groups,and then the statement forms of various groups is defined. Secondly,it gets relevant information by searching, statistical analyzing,clustering and other methods from the open-complex system of Internet,records the interactive process of various groups by keywords and relationships among them,and then gets some link-structure figures of various groups. Thirdly,it uses the improved HITS algorithm to analyze these link-structure figures to find the focuses and the relationship among those different groups,and then to research the swarm intelligence emerged on the internet because of the interaction of different groups and its impact on government decision-making. The results demonstrate that the process of discussing hot issues on the Internet is a process of emerging swarm intelligence,and the swarm intelligence has different effects on different stages of government decision-making process.
