我市职工医疗保障制度的实践与改进 被引量:4

摘要 医改试点已初步建立了新的医疗保险制度,保障了职工的基本医疗;遏制了医疗费用过快增长的势头,规范了医疗行为。但也存在医保基金供需矛盾等问题。其完善措施有:提高个人自付费用比例,调整统账结构比例,对高额医疗费用实行封顶,筹集大病统筹金等。通过实践,认为国家要以法律形式建立医保制度,确定基本医疗保障水平,提倡适宜技术,建立多层次医保体系,实施区域卫生规划。 A pilot reform on health security system has initially launched a new medical insurance system in which basic health services are guaranteed, medical behavior regulated and soaring health spending controlled. However, there is still existing some problems such as a gap between supply of and demand for medical funds. The improvement measures include: to increase out of pocket portion; to adjust the general accounts structure, to set a ceiling line for big medical cost and; to raise pooling funds for big diseases. Through practical operation, the authors believe that legislation is necessary to establish health security system, to define the basic health services level, to use appropriate technology, to set up multi level health services delivery system, and to implement rgional health planning. The problems raised from health reform may be fundamentally solved by above measures.
