摘要
针对不良安全文化因素是导致重大质量安全事故重复发生的主要原因,提出借助安全信息化网络平台,组建建筑工程(施工)行业安全事故预警与控制经验交流协会;通过共建制度推动案例库的积累以及经验教训的分析共享,并以其为媒介设计施工企业不良安全文化的改造模型,重新构建利益相关方的安全责任结构。重构后的行业企业安全文化,能够显著提高施工企业相互间学习与交流的动力,降低相同或者相似安全事故反复发生的概率。
Besides technical factors, bad safety culture is the main cause for repeated occurrence of significant quality safety accidents. It is proposed to use informationization network platform to set up experience-exchanging association of safety accident pre-warning and control in construction industry. Through promoting case accumulation, experience exchange and knowledge sharing, the transformation model for construction enterprises＇ bad safety culture is designed with this association as a medium, and the interested parties＇ safety responsibility structure is reconstructed. This new corporate safety culture can greatly stimulate constructiong motivations to learn from and exchange with each other so as to further reduce the occurrence probability of the same or similar safety accidents.
