摘要
对实现体育基本公共服务均等化问题在大众体育与竞技体育的关系、供给体系、行政思想、绩效评估体系的建立、财政制度的完善等方面进行探讨,提出实现我国体育基本公共服务均等化需要保证大众体育与竞技体育地位平等这一前提;完善体育基本公共服务供给制度;秉承"为人民服务"的行政思想;构建科学的体育基本服务绩效评估体系和完善财政转移支付制度、强化均等化效应。
The authors probed into the issue of realizing the equalization of basic public sports services in terms of the relation between mass sports and competitive sports, supply systems, administrative ideology, the establishment of performance evaluation systems, and the perfection of financial systems, and put forward the following opinions： for realizing the equalization of basic public sports services in China, such a precondition as that the positions of mass sports and competitive sports are equal should be ensured; basic public sports service supply systems should be perfected; the ＂people serving＂ administrative ideology should be carried on; scientific basic public sports service performance evaluation systems should be established; financial transaction and payment systems should be perfected; the equalization effect should be intensified.
