摘要
随着旅游业的兴起,我国风景名胜区的发展进入"黄金时代"。然而在风景名胜区迅猛发展的同时,景区与原居民和谐问题日趋突出,严重影响了风景名胜区的可持续发展。采用理论研究和实践总结相结合的方法,介绍了研究背景,分析了风景名胜区原居民产生的问题,提炼了风景名胜区与原居民协调发展的战略思想,即分类调控、整合管理、分区规划、加大公共投入,在此基础上从安居、乐业、兴产、和谐、保障等方面提出风景名胜区与原居民协调发展的政策建议。
With the boom of tourism, the development of scenic area in China has come into its ＂golden age＂. However, the problem on how to harmonize the relationship between scenic areas and indigenous inhabitants begins to appear. These problems affect sustainable development of scenic areas seriously. The aim of this paper is to provide the reference for solving social problems in scenic areas. The paper combines theoretical and empirical study. The first part introduces the study background, that is excessive growth of the number of indigenous inhabitants, lack of management policies and attention to indigenous inhabitants in scenic area planning. The second part summarizes the six main problems produced by indigenous inhabitants, which are excessive residents distribution, improper production and management, industrial pollution, urbanization and commercialization of scenic area, unreasonable residential construction, lower educational level of residents and poor hygiene. The third part proposes the overall goal of coordinated development and the strategic thought of coordinated development between scenic areas and indigenous inhabitants, which is classification control, integrated management, district planning and increasing public input. Finally, this paper advances some policy suggestions including happy life and enjoying work, flourishing industry, harmony and security from the aspects of services, supervision, support and compensation.
