摘要
随着我国工业化、城镇化进程的加快,打破二元结构,实现城乡统筹发展,已经成为我国经济社会发展的一个重要策略。在城乡统筹的背景下,庞大的农民工群体,因其具有农村人口户籍身份及流动性等特点,使他们居住在城市却无法享受与城市居民一样的社会保障。这已经在一定程度上影响到了社会的稳定,影响到了和谐社会的构建。研究城乡统筹背景下的农民工养老保险问题,必须考虑到城乡统筹规划,针对农民工的特点实行分类保障,取消现有的限制条件,完善配套制度。
As China＇ s industrialization and urbanization speeds up, breaking the dual structure to realize the comprehensive development of urban and rural areas has become an important strategy in our economic and social development. In the context of comprehensive arrangement for urban and rural areas, a huge group of peasant workers live in the cities, but they can not enjoy the same social security as city dwellers because of their registered permanent residence as agricultural population and their mobility and other factors, which has to some extent affected social stability and the construction of harmonious society. Research on the endowment insurance in the context of comprehensive arrangement for urban and rural peasant employees must improve the legislation, take into account the overall planing for urban-rural areas, establish different sucurity system according to the different characteristics of peasant employees, abolish existing restrictions on peasant employees and improve the supporting system.
