摘要
受全球金融危机的影响,我国对外贸易下滑,FDI流量减少,这大大影响了东西走向的产业转移。然而,由于北部湾经济开发区上升为国家战略,广西获得了多项政策优势,如多个保税港区、园区获得批建。基于此,广西在新形势下要破除产业转移滞缓的瓶颈应该做到:培育民间经商投资意识,拉动民间投资;最大限度地发挥每一个优惠政策的最大使用价值;利用十大产业振兴计划,积极推进企业重组;营构健康的金融资源配置服务体系。
Influenced by world depression, the volume of export, import and FDI decrease sharply, which obstructs industry transfer in China. However, the Beibu Gulf Economic Development Zone was upgraded hand highly emphasized, which then helps Guangxi to be granted with dozens of preferential policies from the central government, such as the approval of 4 bonded areas. Confronted with both negative and positive fresh situations, Guangxi should make efforts in following 4 approaches to attract industry transfer from east of China more effective and more quickly; cultivate business and investment sense to create huger private investment; make full use of every preferential policy; push forward the reshuffle of enterprises; establish a healthy system of allocation of financial resources.
