摘要美国是石油资源大国，又是石油消费大国。１９９６年美国的石油进口量占消费总量的比重已超过５０％。为了适应这一形势的需要，美国历届政府都制定了石油政策，特别是７０年代以后美国的石油政策，尽管重点不同，但其宗旨都是为了寻求稳定的石油供应和合理的油价。
