摘要
城市地下管道综合走廊是新型城市市政管理基础设施建设现代化的重要标志之一。它对现代化城市环境、减少城市道路重复开挖,起到良好的示范和推动作用。但目前,由于法律法规不完善、技术规范不完善、投资主体不明确和管理协调困难重重等问题,所以尚处于研究和试验阶段。管廊建设必须以法律法规、技术规程的支撑和政府的支持为前提条件。通过几种运营管理模式比较,指出采用建设与管理分开,投资建设按既定模式、运营管理按市场化物业管理公司模式进行是值得推荐的。
Urban underground common trench, which is a significant mark of modern infrustracture construction for the new type municiple engineering management. The common trench can play good demonstration and promotion effects in reducing urban roads repeat cutting conditions and protecting the urban environment. But the urban underground common trench has been still in the stage of research and experiment because of laws, regulations and technical specification inperfection, indefinite investment subject and difficult management coordination. The prerequisite of the common trench is the support from law, technology and government. Compared with different kinds of running management modes, the mode of construction based on the established mode and running management according to the marketization property management mode should be recommended.
