摘要
传统计划经济体制下的政府职能不能适应循环经济发展的需要。作为一种健康的经济发展模式,在社会主义市场经济下发展循环经济要求转变政府职能、加强政府的支持和调控能力,实现政府行为的规范化和高效化;同时,为保证循环经济顺利发展,政府要充分利用财政政策、金融政策和产业政策,加大政府对循环经济的宏观调控力度。
Under traditional planned economic system, govemment functions cannot adapt to the needs of circular economy development. As a healthy model of economic development, circular economy requires the transformation of government functions and strengthen government＇s support and ability to control in order to achieve standardization and efficiency. At the same time, in order to ensure the smooth development of circular economy, government should make full use of fiscal policy, monetary policy and industrial policy to increase efforts of government macro - control.
