摘要
社会资本是指社会当中人们的信任、合作、互惠以及对公共事务的参与精神等。社会资本储量丰富,才可能达成合作型博弈均衡,在此基础上形成自然的、持久的和谐社会。社会资本的培育和积累与社会政治文明的建设关系密切。政治是否文明直接关涉到人们的社会正义信念。政通才能人和,有正义才会有信任。政治文明建设可以为社会提供基本的秩序、实施教育、促进经济的繁荣、建立和有效执行正式制度维护社会正义、为社会自治提供空间、进行强制性制度变迁引进社会资本增量等,通过上述途径促进社会资本的增加。必须将社会资本的培育放在政治文明建设的重要位置。
The meaning of social captial is trust, cooperation, partication in publical affairs, etc. There is a close relationship between the formation and accumulation of social capfial and the devolopment of political ethics. Social justice is embodied by political systems, which provide a basic social order, run education, promote the economic prosperity, establish formal system and implement it, maintain social justice, to provide space for community selfgovernment, mandatory change of the system to introduce the new type of social capital, and so on. However, if political system is unfair or uncivil, the greatest threat that social capital faces with is about to come.
