摘要
各个指标的测度效果如何,是否能够准确描述系统的实际发展状况,成为指标评价研究领域要解决的一大问题。本文通过研究指标体系构建的原理和方法,提出了指标体系有效性评价的标准,然后基于这些标准构建RST评价方法,最后通过对两套评价区域科技实力的指标体系进行实证研究来说明RST方法的可操作性和适用性。
Whether the measuring validity of each indicator can describe actual situation of the system accurately is a problem to be solved in the field of indicator evaluation. Based on the research of principles and methods of constructing indicator systems, this paper brings forward the criteria of indicator system validity and tries to construct evaluation method. Finally, it verifies the feasibility of method through an empirical study on two sets of indicator systems which evaluate regional scientific and technological strength.
