摘要
文章主要阐述了我国南方低温雨雪冰冻灾害的特点及其对人类生产生活造成的影响,重点分析了造成灾害的原因.研究表明,大气环流异常是造成此次灾害的直接原因,拉尼娜事件的增强也起到了推波助澜的作用.针对如何预防低温雨雪冰冻灾害等突发性自然灾害,本文提出了相应的防灾减灾的对策.
At the beginning of 2008, the extreme weather of the broad low-temperature, sleet and frozen rain has appeared continuously in some areas of the South of our country, which brought enormous influence to the people＇s life and production. This paper has mainly explained the characteristics of the southern low-temperature, sleet and frozen rain calamity in the South of our country and influence caused to the human life and production, and key analyzed the causes of the calamity. The analysis results show that the unusual of the atmospheric circulation is the direct reason for this calamity, the appearance of La Nina incident has played the function of adding fuel to the flames too. This paper has put forward the countermeasures for preventing and reducing the disaster, in view of how to prevent sudden natural calamity of low-temperature, sleet and frozen rain, etc.
