摘要
针对当前我国城市控制性详细规划存在的内容繁杂等弊端,提出划分法定性内容、指导性内容,进行分类编制、分层审批,并对控制性详细规划的编制审批程序进行了初步构想,在此基础上提出了"平衡模式"的相应实施机制,包括组织机制、监督机制、反馈机制、考核机制、救济机制等。
It is proposed that the format of regulatory plans can be improved by separating the plan structure into two sections, the components of the plan that are required by law and those that are the professional recommendation of the planners. These two sections could be prepared and approved separately. This would act as a balancing mechanism for plan implementation and would provide plan organization, supervision, feedback, review, and redress measures.
