摘要
改善生态环境是我国全面建设小康社会的重要目标。丰宁坝上段的生态环境建设对于首都圈经济、社会、环境的健康发展具有重要的意义。在对河北省丰宁满族自治县实地考察的基础上,分析当地生态环境、经济、社会以及居民生产、生活方面现状及存在的问题,提出因地制宜改善生态环境的策略:保护现有林地,转变造林机制,改良草场,建立最优放牧模式;改变农业生产方式,提高农业生产力;积极开展农村产业结构调整,发展经济,积累资金;普及教育,为产业结构调整培训专业化人才;发展交通,促进区域协同发展。
Improving the ecological environment is the most important goal of comprehensively building a well - off society in China. As a part of capital cycle, ecological environment construction in Bashang plateau, Fengning county, has important significance to the healthy development of economy, society and environment in this region. Based on the investigation in Fengning county, Hebei province, status and problems in all aspects of this area were analyzed, and new strategies of improving ecological environment according to the local condition were pointed out that are： protecting existing forest, changing afforestation mechanism, improving grassland and constructing, optimum grazing patterns ; conversing the pattern of agricultural production, improving the level of productive force; adjusting industrial structure, developing economy to accumulate funds; pushing education popularization to offer professional personnel for the adjustment; and accelerating transport development to strengthen inter - regional ties.
