摘要
基于维护社会公平和可持续发展的理念,从国土资源集约利用的角度,参考以往城市住宅建设用地技术指标,引入"户均居住用地"和"容户率"两个控制概念和具体指标,并提出在实行"实户制"基础上,征收超标房产"资源税"的控制策略。以此为城市住宅建设的发展提供技术支持,从根本上抑制投机行为,调整住房结构,维护社会公平,促进可持续发展。
For upholding social fairness, restraining the speculation at its root, intensively utilizing land and resources, adjusting structure of habitation, providing technical support for development of urban housing construction, and preserving sustainable development, this paper consults former technical land use indexes, introduces the concepts of “average land use for residence per household” and “household capacity” with concrete indexes, and proposes the control tactics of conducting “real name system for householder” and levying “resources taxes” against surpassing house properly quota.
