摘要
阐述了专利计量与专利引文分析的概念,提出了建立专利引文数据库的构想,在统计分析功能的基础上,引入技术发展相关指数、影响因子、引证率相关指数等统计指标,为评价专利技术的价值及地区、单位、个人的研发水平提供了参考依据。
This paper expounds the concepts of patent measuring and patent citation analysis, advances the idea of establishing the patent citation database, and based on the function of statistical analysis, introduces some statistic indexes such as the technology developing index, impact factor, and citation rate, etc., which can provide the reference for evaluating the patent value and R＆amp;D level of regions, organizations and even individuals.
