摘要
地方政府债券存在《预算法》上的障碍,地方政府也难以成为债券的最终责任人。缺少完善的信息披露机制与权力制约机制,因而很难保证地方政府项目决策的科学性和对项目资金的法律约束。进一步理顺中央与地方的关系是解决问题的根本出路。
Bond of local government contradicts with Budget Law. Local government has great difficulty in becoming ultimate person liable of bonds. Because there is no perfect mechanism of information disclosure and power restriction, we can hardly ensure the scientific decision-making of local government project and legal restraint of project funds. The fundamental way to solve the problem is to rationalize the relationship between central and local authority.
