摘要
以往30年集体林区三次林权改革表现了"分-合-分"循环的经验过程,所表达的主要是具有产业特性的林区业态下农户理性选择,及林区发展与外部财政金融等宏观制度环境变化之间存在的相关性。随2007年在南方集体林区全面推进林权改革而来的情况,也再次体现了这种相关性的作用。因此,建议以既照顾农民生计又保护生态环境的"社区林业"作为集体林区改革与发展的基础,在提高农民组织化程度、强化谈判地位的前提下形成引入外部资本规模进入的条件,实现集体林区的和谐发展。
The experience process of three collective forest rights reforms in past 30 years have represented the cycle of "separate- collection- separate". This process showed us rational choose of farmers under the circumstance of forest industry characteristics, and the relevance between forest development and macro - systematic environment change, such as fiscal and finance. The situation of southern collective forest rights reform after 2007, this relevance re - showed again. Therefore, we suggest use the "community forest", which could take care of farmers ' live and protect ecologic environment, as the basis of collective forest reform and development. In the premise of enhance farmer' s organization level and strengthen negotiation status, collective forest could form external capital scaled intlowing conditions, in order to realize harmonious development of collective forest area.
