摘要
增量效益和增量费用的识别是影响输变电工程建设项目经济效益后评价的主要因素。本文运用边际理论的基本思想,结合分电压等级电价分析工程建成后对局部地区电网供电能力和电力、电量平衡造成的影响;继而采用全寿命周期费用(LCC)定量计算其分摊运行成本和等效投资。实际算例表明,本文提出的方法能够准确反映输变电工程实施后的财务状况,满足电网建设项目后评价的要求。
Identification of incremental effect and cost is the most important influence factor in the economic efficiency appraisal of non-independent power transformation project. Using margin method and electricity transmission-distribu- tion price of various voltage levels, the affect on power supply capacity and supply-demand balance in local region, which caused by the construction project in the power network, is analyzed by this paper at first. Secondly, LCC （Life Cycle Cost） is used to calculate the operating cost and equivalent investment. A numerical example indicates that the method presented by this paper can accurately reflect the completed project financial situation and can meet the requirement of post evaluating.
