摘要
目前,行政问责制的推行既是我国政治改革的亮点,也是社会关注的热点。但是,我国的行政问责制刚刚起步,还存在问责主体间权力冲突、政府信息公开有限、政府绩效评估机制匮乏、异体问责力度不够等诸多阻滞因素,需要在明确划分权责界限、厘定官员问责标准、加强政务信息公开、健全政府的绩效考评机制、完善异体问责、加强问责法律规范建设等方面进行改进和完善。研究这些阻滞因素的影响并给予对策性建议对于落实和发挥行政问责的效力具有重要意义。
The implementation of the administrative accountability system is not only the highlight in China's political reform, but also the focus of social concern. However, the administrative accountability system in China has just started, there is conflict between the main powers of the accountability, and open government information is limited, the lack of government performance assessment mechanisms, inadequate accountability allograft block and many other factors. Improvement and perfection are needed in clearly dividing powers and responsibilities of the boundaries, determining the accountability standards, strengthening public government information, optimizing the performance appraisal mechanism for the government, improving accountability allograft and strengthening the accountability aspects of the construction of legal norms. Therefore, studying the impact of these factors and block grant proposals is of great importance in the implementation of countermeasures and the effectiveness of administrative accountability.
