基于系统论的环境风险评价研究探讨

摘要 环境风险事故是环境风险源、初级控制机制、环境风险因子、环境风险场、次级控制机制、环境受体等环境风险系统各个要素依次发生作用的结果,基于系统论观点及国内外公布的风险评价框架,制定了环境风险系统全过程评价程序,并针对环境风险系统要素,从环境风险定性识别、环境风险定量评估两个方面总结了国内外环境风险系统评价的研究成果,为今后类似事故的防治提供依据。 Environmental risk accidents resulted from factors in environmental risk system occurring in sequence, such as environmental risk sources, primary controlling mechanism, environmental risk factor, environmental risk field, secondary controlling mechanism, environmental risk target, and so on. Based on the system theory and domestic and overseas risk assessment frame- work, a whole-process environmental risk assessment procedure is advanced. Aiming at environmental risk system factors, achievements on domestic and overseas environmental risk assessment are summarized from the view of environmental risk identification and evaluation, which is helpful for prevention and control of such accidents in a future time.
