摘要
集体林权制度改革后林木采伐管理成为一个关键问题;针对小林主经营频繁、经营规模零散等特点,应从限额编制、指标分配、管理程序和技术要求等方面,创新集体林木采伐管理思路,并在改革中重新定位基层林业工作站的职能,发挥好林业工作站的指导、服务作用。
After the collective forest right system reform, the forest harvesting management is becoming an important problem. In view of such characteristics as the frequent business operations and the scattered business scale for small forest owners, the thought of the collective forest harvesting management should be innovated from such aspects as quota compilation,index allocation,management procedures as well as technical requirements,etc.. And,the functions of the grass-root forestry workstations should be reorientated during the reform, and the guiding and serving role for the forestry workstation should also be brought into full play.
