摘要
针对政府信息发布实施知识管理的薄弱环节,从系统工程角度出发,在简述政府信息发布知识管理体系基本功能的基础上,提出基于知识流的知识管理体系框架和主要设计原则。重点阐述基于知识流的政府信息发布知识管理框架模型和知识管理体系框架,并针对政府信息发布的特点,分析政府信息发布时从知识收集到知识发布的知识管理流程,以及信息采集过程中知识集成模式。
Aimed at the weak links in the implementation of knowledge management in government information release and started from the point of view of systems engineering, the basic functions of the government information release knowledge management sys- tem is described, then the framework and major design principles of the knowledge management system based on knowledge flow are presented. The emphasis is the framework model of government information release knowledge management and the framework of knowledge management system which are based on knowledge flow. Moreover, according to the feature of government information re- lease, the knowledge management flow is analyzed from the information collection to information release.
