摘要
论述我国公众参与的现状及存在的问题,对影响公众参与有效性的因素作了初步探讨,提出了提高环境管理中公众参与有效性的方法:加强宣传强化公众参与意识,选择合理的公众参与人选,选择科学的公众参与方式,设计科学的公众参与步骤及法律保障。健全完善的公众参与机制让公众有充分的知情权,公众有表达自己见解和意见的机会,环境管理部门都有相应负责的答复,并建立一套公众参与环境决策的机制。
The recent situation and existing problems of public participation in China were stated. The factors affecting the efficiency of public participation were discussed and suggestions to enhance the efficiency were put forward in the paper. The major suggestions were continue publicizing public participation awareness, selecting appropriate candidates and scientific ways of public participation, designing scientific steps of public participation and legal protection, modifing mechanisms of public participation and giving public the right to know, the opportunities to express ideas. The related departments should reply to the questiones and set up mechanisms of public participation and environmental decision-making.
