摘要
环境经济评价是联系环境系统和经济系统的桥梁,把环境经济评价应用于规划环评中,实现了对规划方案的环境影响的经济价值表征,为最终决策提供服务和支持,真正提高了环评对规划可行性的决策作用。本文结合环境经济评价的理论和实践特点,通过对中国规划环评区别于项目环评的特征的把握,从理论和实践角度阐述环境经济评价在规划环评中的具体应用,并提出应用过程中的几点关键问题。
Economic Evaluation of Environmental Impact（EEEI） is the bridge between the economic system and environmental system. The application of EEEI represents the economic value of the environmental impacts through the cost - benefit analysis in order to provide service and support for the strategic environment assessment （SEA）. Based on distinguishing the features of EIA and SEA, this paper states application of EEEI economic evaluation of environmental impact in SEA theoretically and practically, and rises some key points in the practice.
