摘要
传统与发展在城市运动过程中常常处于矛盾与冲突之中．虽然保护与更新规划的导技手段可以多种多样，但目标只有一个，即全面认识并综合发挥旧城中心区的历史价值、文化价值和城市价值、文明价值，在运动过程中寻求共建立旧城中心区的城市功能、物质形态和社会生活之间的动态平衡。
Tradition and development are always in contradiction in the process of urban movelnent.Although there are various control methods in planning of preservation and renewal, there isonly one goal that to exert pluralistic values of old central districts comprehensively whichinclude historic value, cuItural value, urban value and the civilization value. This requests tofind and build a dynamic balance between urban function, physical form and social life in oldcentral districts in urban movement.
