摘要
石油仍是世界上被公认的战略物资,建立我国石油战略储备的意义重大。全方位系统地进行信息跟踪分析表明,战略石油储备起着主导作用,我国石油战略储备有所进展,仍存在需改进的问题。战略石油储备的多种功能,更启示我国石油战略储备的必要性。进行石油战略储备对策全方位探讨,为科学决策提供有益的依据。我国石油战略储备一期工程投用,促进二期工程建设项目准备尽快启动,符合当前扩大内需的经济要求。建议科学地利用国内的煤炭资源,有助于抑制石油消费增长幅度,将国内年产煤炭中的约3×108t用于煤基合成油,并不明显影响煤炭正常消费;用国内农作物桔杆发酵制作燃料乙醇(尤其是南方的稻草)的潜力很大,可替代部分石油消费。由此,为战略石油储备顺利进行创造出一定的宽松条件。
The oil is still recognized as the strategic materials,it's very important to set up a strategic petroleum reserve in China.The analysis of full-information tracking system showed that:the Strategic Petroleum Reserve plays a leading role in China,and had multiple functions.Through the discussion of Strategic Petroleum Reserve countermeasures,the suggestions on rationally using coal resource were put forward,it was helpful to inhibit the growth rate of oil consumption.The domestic annual output of coal of about 3×108t were used for coal-based synthetic oil,it does not affect the normal consumption of coal.The pole fermentation used as combust ethanol has great potential to replace some oil consumption.
