摘要
从移民安置效果、安置方式、水电建设利益分配政策等方面,深度剖析了目前移民安置存在的问题。提出了,把促进移民脱贫致富和地方经济社会发展作为水电开发任务之一,探索移民先行机制,创新移民安置方式,重视少数民族地区移民工作,试行有利于征地区利益分配的政策等思路;以及完善移民管理体制,研究制定新条例的必要配套政策,补充、修订有关规定;建立移民扶持发展基金,提高库区和移民安置区可持续发展能力;创新农村移民安置方式;做好少数民族地区建设征地补偿和移民安置工作;加快并加大力度解决移民遗留问题;移民与工程共重,避免移民临时搬迁;调整水电建设相关财税政策,等等。
This paper analyzes deeply on the problems of resettlement in terms of the effect of resettlement, ways of resettlement, policy on benefit assignment of hydropower project etc. and proposed the viewpoint that the hydropower project construction could promote the development of loeal economy and society. It also puts forward the mentality of innovating in resettlement and proposed the policy suggestion on harmonious development of hydropower project, such as exploring resettlement first implementation mechanism, innovating in resettlement ways, stressing on the work of resettlement in the minority nationality regions, adopting benefit allocation policies favorable to land acquisition areas, perfecting resettlement management system, formulating necessary policies for new orders, supplementing and revising relative stipulations, setting up resettlement support development funds, enhancing the sustainable development capacity in reservoir area and relocated regions, innovating rural resettlement ways, doing well the construction land acquisition compensation and resettlement work, quickening the solution of resettlement problems left over by years, putting resettlement and project into the same important position, avoiding temporary resettlement and relocation, adjusting relative finance and tax policies of hydropower construction, and so on.
