摘要
随着农村医疗救助与新型农村合作医疗的全面推进,结合运行是二者发展的必然趋势。从制度解析的角度看,制度目标的一致性、制度功能的有限性和制度参与者的耦合性使农村医疗救助与新型农村合作医疗的对接成为可能,而制度效益最大化的要求则赋予其对接的必要性。但二者对接必须在一定原则的指导下,克服差异性所致的制度冲突,科学合理地进行制度实体层面和管理服务层面的设计。
With the extensive development of rural medical assistance system and new rural cooperative medical system, it is inevitable for them to be combined. In the perspective of system analysis, the consistency of goals, finiteness of function, and coupling of the participants make the combination possible, and the demand of benefit maximization makes the combination necessary. But the combination should be scheduled reasonably and scientifically in both substantial and management aspects, guided by given principle, to overcome the collision results from its difference.
