摘要
食品安全问题是涉及到人民生命安全和身体健康的重大问题,食品卫生许可证是卫生行政部门对食品卫生和安全进行监督管理的重要方式和手段之一。食品卫生许可行为合法、公正与否直接影响着食品的安全问题。而目前我国食品卫生行政许可制度还不够完善,不利于保护人民的合法权益。因此,必须从食品卫生许可的程序、食品卫生行政许可行为的监督及从事食品行业的组织和个人的监管等方面完善食品卫生行政许可制度。
The matter of food safety is an extremely important issue concerning with people's life and health. Food-safety-hygiene license is the key way and one of the means that the department of hygiene and administration supervises the hygiene and safety of food. Whether the behavior of food-hygiene license is legal and just or not will have an influence on food safety. Therefore, we should perfect the food-hygiene license system from the aspects of the procedure of food-hygiene license, the supervision of behaviors of food- hygiene license and the supervision of organizations and individuals that are engaged in the food industry.
