摘要
改革开放以来,我国O~3岁婴幼儿教育政策逐步构筑着自己的发展道路,初步取得了一些进展。但总体来看,依然存在不少问题:中央政府部门和地方政府部门没有足够重视0~3岁婴幼儿教育,导致对社会力量办学缺乏政策上的规范与引导,对政策环境缺乏深入分析,对教育经费来源和师资标准没有明确规定,对弱势儿童早期教育的政策关怀几乎是空白,3岁前婴幼儿教育主管归属问题仍不明确。
Since reform and open in China, the educational policy has been constructing his own development path gradually for the babies and infants who are below 3 years-old, and also acquires some progress initially. But taking a overview of this situation, there still has many problems: Both the central government department and the local authority department have not attach importance to the education of babies and infants who are below 3 years-old, which results in lacking the policy to stipulate and steer the private forces for education, lacking the thorough analysis to the policy environment, no explicitly provision to the educational funds where are from and to the teachers standard, little policy concern for disadvantaged child's early education, undefined attachment to the question the agent who will govern the education for the babies and infants before 3 years old.
